They can predict the lights? How? Is it just based on cloudiness or is there more to it?

nothing to do with clouds.....

its solar winds......if they see a big flare coming off the sun in our direction then it will cause northern lights

And if the flare fires off in a slightly different direction , We get Southern Lights
