I guess I would say neither. If I were going to "choose" so to speak it would be privately funded projects, like The Spaceship Company with Sir Richard Branson and Burt Rutan. I think as much of the future of space exploration and colonization will come from entrepreneurs as it will from government space programs. Not that the space programs like NASA etal. don't have the know-how, it's just imo they are often underfunded.
