If the nanotube technology develops it looks like the biggest problem will be space debris...

So when this Edwards fellow says a space elevator could be used to get people to other planets, exactly which geosyncronous planets is he considering?
And realistically, with the frightening number of satellites there are in orbit and all the space debris, do we have the technology to move such a massive structure so quickly and so often as to avoid a collision?
If one of these is in existense in 30 years, never mind 15, I will be very surprised.

Fascinating! Ahthough I am skeptical of the 15yr plan on this. Ignoring the funding problem for NASA, which is probably more science fiction than the actual project itself- how long did it take to finalize Spirit and Opportunity? Unless this becomes a privately funded project, I don't think I will see it in my lifetime unfortunately. Fascinating though, and I look forward to seeing the project advance!
