I would never imply that an atheist isn't capable of doing good. I know/am friends with many atheists who are good people. Religion doesn't make you a better person, it merely gives you reasons and encouragement;you make yourself better. I also know plenty of Christians who claim to know God but do not walk with him outside of the Church.
