What was wrong with the previous method of publicly naming and shaming spammers?

Yes indeed you can do both - or just continue as you have been doing.

The "Report Content Violation" is a Google requirement to make sure websites that feature user-posted content are doing all we can to keep offensive material off the sites.

The vague form look like it can be a bigger problem than spammers are! Could be a head ache for someone.
