Don't know if Judge Dredd counts? Cam Kennedy, one of 2000AD's regular artists works out of Orkney & the guy who writes much of the Dredd stories is an Ex-DC Thompson of Dundee man.

Of course, all true Scottish superhero fans know that DC Thompson's great characters, Desperate Dan & Oor Wullie are the biz!

The only Adam Spark i know of is a character in a book who has learning difficulties, and he sometimes imagines himself as a superhero. But like, that's only in his own mind.
