Appearances can be deceptive. At one point France was reduced to the area immediately surrounding Paris as that was the effective area the King of France could control, it didn't stop being France because Burgundy and Normandy were not a part of it and those were all French speaking and French cultured areas. Not so with England and her possessions where several areas were filled with people not even English.
