The only way we will ever see the Scottish parliament make a significant difference is if the party that controls Westminster is a different one than the one that controls Hollyrood. This would create a conflict of interest and the parliament here would push as much as possible to make Scotland better so they could use it in their next election. But since the majority of Scots and English are labour-backers this doesn't seem like it will happen for a while.
