William Wallace was Welsh.The name Wallace is derived from the word Wallis which was used to denote his Brythonic lineage.His ancestors were the Britons of the ancient kingdom of Strathclyde and until the arrival of the Anglo-Saxons the 'Welsh'(Britons)controlled all of South West Scotland and Cumbria.They were eventually squeezed further South into Wales by the expansion of the Scots kingdom of Dalriada and the Saxons of Mercia and Northumbria.

The Merciand and Northumbrians weren't Saxons but Angles. The Saxons lived in the South of present-day England.

Danny,
There were several distinct Germanic tribes which arrived in Britain after the departure of the Romans,including Angles,Saxons and Jutes.In general the term Anglo-Saxon is employed by historians when referring to any Germanic tribe which settled in Britain at this time.
