I don't think there's anything particularly contentious about the suggestion that there was a Cernunnos cult in Scotland at some time. Having said that, the use of the words "Celts" shows how dated this work is. The Proceedings are a bit of a minefield.

However, Cernunnos was a genuine Celt and known in Thrace. It is claimed that Thracian folk-music has the rhythm and cadence of Irish folk. Camulos goat-deity of war of the Britons was known in Romania, and the Meigle carving of Cernunnos is also seen in the Cirencester in Gloucester carving (and in Gotland Sweden). It appears that there was a common thread across Europe, and probably what is known about one area's traditions may be relevant to other places. And Gaelic clans evidently came from within Celtic territory to Eire where they held Tara.
