I'm sorry? Mugabe would use WMDs? Where on earth do yuou get that idea?

Don't get me wrong, I'm no fan of the guy, but there is no evidence he's attempted any sort of systematic eradication of any particular group of people, nor has he shown real signs of wanting to expand Zimbabwe's borders. He's no democratic leader for sure, but that's a long way from being the sort of leader to use WMDs ina first strike scenario.

If you're going to worry about WMDs, worry about the USA, UK and France.

Anyway, would Longshanks use WMDs if available? Possibly. As someone else said, Biological warfare is nothing new and was a typical method of attack for a long time (eg. besiege a castle/city, infect its water supply with a dead animal and wait).
