State Guardian for all Scottish Children
 
As many of you will be aware the Scottish Government has just passed plans to introduce a named person or state guardian for ALL children under 18 living in Scotland (GIRFEC or Getting It Right For Every Child). This named person will be responsible for monitoring your child's well-being. They will be using Risk Indicator Sheets as part of the monitoring, many of which are very subjective i.e poor parenting skills, difficult temperament etc. with no clear guidelines on how these will be defined. Others, known as Outcome Signifiers are just downright ridiculous for monitoring a child's well-being: not breastfed for first 6-8 weeks, difficult birth, more than 3 siblings etc. For further information see our website (link below).

Due to the underhand and deceitful manner with which this was passed, as part of the much larger Children and Young People (Scotland) Bill - the majority of parents in Scotland are unaware that their child will now be appointed a state guardian. In response Families Opposing GIRFEC (FOG) has been set up to raise awareness, provide information, host a forum for parents to voice their opinion and hold flag making workshops - for people to connect, have fun with their children and leave with an end product that can be used at the demonstration that will take place in front of Parliament later in the year.

There are health professionals and others out there telling us that GIRFEC has been around for awhile and is nothing to worry about - this is simply not true, it may have been used (despite the fact it has only recently been passed as law) on a relatively small number of children, however, the supervision and monitoring of EVERY child in Scotland is an unprecedented move - never before have we been subjected to this level of State interference. Also for further evidence against GIRFEC I would suggest people look into how much of a disaster the pilot scheme in the Highlands was, and consult the report on the very similar 'Every Child Matters' (ECM) which just about brought the social work department to collapse in the Isle of Man (the report can be found in the Resources section of our website). There is plenty of evidence to suggest that GIRFEC will not work but to date we have not been supplied with any evidence that it will, despite a Freedom of Information request.

Parents in Scotland need to stand together to stop this! Please help spread the word by sharing the website and information on it as widely as possible:

Where did the term "state guardian" come from?

I'd be curious as to the text of your FOI request.

Lovely website by the way - fantastic picture of two, no doubt well-informed young people who made a conscious choice to be part of your campaign.

The children in the photograph are fully aware of what they are participating in and were willing volunteers.

The FOI request was not by FOG, but if you click on the link it will take you to the details.

As for the term state guardian, I'm not sure where it originated but as this is a measure taken by the state to supposedly protect the well being of Scottish children - I think it is an appropriate name. 'Named person', the government's term tells us nothing!

and for the ones who might not have a mum or dad to look after them?

its only enshrining in law what has been every councils policy for years and has been acted upon in 1000s of cases a year.

absolutely nothing wrong with helping kids in my opinion

Saying, it has been "every councils policy for years" is absolutely not true. It has NEVER before been council policy to monitor EVERY child in Scotland.

Everybody wants to see Scottish children protected and free from abuse but the simple fact is this is not the way to do it. All it can do is stretch the available resources - see the report from the Isle of Man and the very similar 'Every Child Matters'. In doing so it is more likely to have the opposite effect with even more children slipping through the net.

As we have already stated the vast majority of Scottish children are very well looked after within their homes - GIRFEC is absolutely unnecessary. Also, it is very important to remember that to date we have not been provided with ANY evidence by the Scottish Government that this will work, despite Aileen Campbell's talk and the Freedom of Information (FOI) request linked to above.

Also, in response to your first question - children without parents, either in care homes or with foster families etc. will already have a social worker or similar in contact with them. GIRFEC will not change their circumstances - it will however, have a very invasive effect on all other Scottish families (with children under 18) and their right to a private life within their own homes.

they may not have a policy that they monitor every child but they do have a policy that if a child has no capable parents or legal guardian then the become ward of the council. fact.
it is also teachers/youth workers etc role to look out for well being and neglect and they work for the councils so in a way they have monitored them anyway.

kids in decent families have nothing to fear over this legislation and i dont really see what the commotion is about really.......if something happens to a kids parents or theyre being neglected then the state will have nominated some one to take control in organising care etc
the bill is merely asking/saying who the person is to take charge of events in these circumstances.

i dont see any invasiveness either to be honest....nothing to hide nothing to worry about type thing.

and as said above saying "state guardian" is misrepresenting the actual facts of the bill.

so all in all i dont agree with your campaign and dont see what your trying to do as the bill has been passed afaik but good luck in your endeavours anyhoo :)
