I've never heard this name in Scotland.

A quick google search seems to suggest it's a corruption of the Scots word, Lockerbie. Lockerbie is a small town in the Borders region of Scotland. Johnston(e) is an English/Scots name from the borders area. Johnstones were a Reiver family.
