Rugby union had the same problem when they drummed in too many Kiwis (all second rankers - who'd want to play for Scotland, when they could go to the All Blacks?). Some teams, such as Japan also featured far too many Gaijin (non-Japanese).
I appreciate this is how you kick start (pun intended) a team, but if you maintain it, of course you stifle local talent.

Well it is a shame that people who have probably never been to the country can represent it at sport. I just hope they stick with Scotland instead of just pissing them off after the WC. ATM all but 5 players will live in England, Australia and NZ which is to be expected seeing as there are no pro teams in Scotland as yet.
I fear that the loyalty will not be there from some of these players, the 3 henderson brothers are great examples of the loyalty that should be held for the scottish jersey. All 3 brothers are eligable for all the home nations, Australia and NZ, none of them have scottish accents but have stuck with Scotland even though they could have ditched them for Australia, NZ or England any time. Wade Liddell is another great example, he payed his own way over from Australia the last 2 years to play in WC Qualifiers. Danny Brough the Captain is another great example, he qualifies for Scotland through the grandparent rule, now that he is one oif the best halfs in the world England have come knocking on his door but Danny said something along the lines of "I'm not English, I'm Scottish and I won't play for England".
I suppose no sport is free of things like this though.

The RLWC is starts this year in late october and runs through to late november. The tournament is being held in Australia.
