I should think there are human rights issues virtually everywhere there are at least a thousand humans. i'm American, so my knowledge of Scotland is more limited, but my take on it is the main human rights issues of concern in Scotland involve Scotland's relationship with England and the English, issues around "devolution," and Scottish independence, and so forth. From what i've seen on this forum, Scots' opinions of their relationship with England run full spectrum: "from we are all one country and get with the times!" to "we will never submit to English rule" and most opinions falling in between.
now i've likely put my foot in my mouth, but perhaps my clumsiness will interest Scots in replying to your questions and speaking for themselves!
